Since people brought their families with them when they settled in Tonto, the next problem was educating the children. At first the parents handled the teaching duties, and occasionally a tutor would teach children from several famlies. In 1886 the small settlement of Tonto Creek, which was located near the mouth of Slate Creek, Started the first school in Tonto. This was a small one room building located west of Tonto Creek, opposite the mouth of Horse Canyon, and was designated as Tonto No.7 by the Gila School Board.Sixteen children were enrolled in school at that time and they were:

This school continued to operate at this location until it burned in 1891.It was then relocated in Slate Creek at the mouth of Oak Springs Canyon and became known as Cooper No.16 School, or Slate Creek School. In 1919 the Slate Creek School burned down and a new school was built on the mesa south of Slate Creek.

In 1921 it was decided to again relocate Packard School. This time it was moved to a site near the mouth of Park Creek. The three schools then operated without another move until 1925. In that year it was decided that the Packard and Slate Creek School's be combined. The old Packard School was moved to it's present location near Reno Creek and became the new Packard School. The Slate Creek was then closed and never reopened. The Packard School had 30 student's in 1925,and Francis Cooper was it's first teacher. and still continues to operate in this location today.
