U.S. FOREST SERVICE The Tonto National Forest was created by resident Theodore Roosevelt's proclamation 1905 October 3,1905, for the purpose of protecting ie watershed of the "Theodore Roosevelt reservoir" 50 miles south of Payson. The original tract of 1,121,280 acres is located below the Mongollon Rim and above the 4,000-foot elevation. The vegetation was predominantly woodland chapparral, pinon, juniper) and ponderosa pine 'forest with less than 15 percent of the area classified as grassland or desert. By 1955 the ~'onto had 2,812,060 acres and was fully dedicated o the principles of multiple use - protecting and managing the resources of timber, grazing, wildlife habitat, water, recreation, wilderness, nd minerals. ·National FOREST MANAGEMENT ERAS 1900s - Creation of the Verde and Salt River · watersheds already stressed by drought. The Ton to national Forest was doubled in 1908 to 2,449,280 'res (presidential proclamation 1908). Fletcher ~eard of Payson was district ranger in Payson at us time.
1910-22 - The drought years. 1930s - Economic "depression" Era. Civilian conservation Corp camps were located through ~t the area. Evidence is still visible of erosion 'ms, spring development, and trail work. The CC was not a part of the forest service but ~as of great assistance, especially in building )rest roads and fighting forest fires. 1940s Accelerated timber management programs in support of World War II effort. 1950s - Inventory and acceleration of manage ient of grazing resources. 1960s - Heavy emphasis on developed recreation resources and potential.
