Resolution Establishing
the
EL DORADO COUNTY CEMETERY ADVISORY COMMITTEE

UPDATE
(June 5, 2002)
             On June 4, 2002, the Board of Supervisors approved and enacted Resolution No. _____ (not numbered as yet) which created the El Dorado County Cemetery Advisory Committee.  
              District III Supervisor Carl Borelli volunteered to serve as the board of supervisors' appointed member, and will also act to represent the Veterans organizations.  We are uncertain how he may accomplish this, but it is preferable to not having Veterans groups represented at all.
          We will publish a copy of the official Resolution after it has been signed.  
             A couple of changes were made to the previous text of the Resolution already posted here.  One was to include that the Committee will "Research and report..." to the Board of Supervisors on the status of the historic cemeteries in the county, similar to the proposed Resolution item subsection H.2. regarding the status of the Native American cemeteries.
             The second addition was to include that the Committee will review the matter of any potential public title the cemeteries may have acquired through operation of law.  This will be subsection H.8., although we are uncertain at this time of the formal language.

Extra! Extra!!  (June 3, 2002)
          EDCPCC first suggested the establishment of a Cemetery Board or Commission to county General Services staff in November of 1995.  A draft proposal for how such a body would function was presented at that time.  This is the first attempt by the County of El Dorado to establish such an advisory body.  We would credit the efforts of Karen Wilson of General Services and District 4 Supervisor Penny Humphreys and District 2 Supervisor Helen Baumann for helping to pave the way to the establishment of this Committee.
             EDCPCC believes the Cemetery Advisory Committee should include one member to represent Military Veterans organizations and one member to represent historical societies.  We would also prefer to see one membership on the Committee be created for a member of the Clergy.
            We also question how it will be possible for a Cemetery Advisory Committee to be created on June 4, 2002, and report back to the board of supervisors with recommendations on the proposed amendments to the County Cemeteries Ordinance by July 16, 2002.  This is wholly unreasonable given the little time allotted for such a task.
            A proposed setback requirement establishing a minimum setback for development projects is a part of the proposed cemeteries ordinance.  If this requirement is the reason for the "rush to recommendation," the board of supervisors should consider passing that ordinance amendment now, and allowing the newly created members of the Committee sufficient time to review the issues relating to the need to amend the County Cemeteries Ordinance.
