The duties of the mayor as listed in the Lula New Charter of 1905 were as follows: The duties of the mayor and council have power to regulate location and operation of coal chutes, regulate or prohibit within said town shifting of cars, or making up of trains, on Sabbath, or steaming up or running any kind of factory on Sunday. Also, the right to regulate the speed of wagons, buggies, hacks, drays, etc. and live stock of any kind in said town." " All males over the age of 16 and under the age of 50 who have resided in the town for 10 days shall be subject to work on streets and roads of the said town not exceeding 15 days each year or be taxed therefor as the council may direct or determine by a commutation tax not to exceed $4 per anum. Mayor and Council have authority to call out every male person and to punish defaulters by a fine of not more than $2 per day for each day's default and in default of payment of fine to work upon streets or public works of said town not less than 10 or more than 30 days. " The " Lula New Charter " of 1905 remained in effect until the merger of the towns of Lula and Bellton in 1956. Miss Mary Scales, one of Lula's citizens has been collecting historical information on Lula for over 25 years. Miss Scales wrote a story entitled " When Lula Became a Town "...published for The Annals of Lula; dated April 22, 1976
