Stephens County, in northeast Georgia, was formed in 1905 from parts of Habersham and Franklin Counties. The county seat is Toccoa. Today the county has a population of 25,435 (86% white, 12% African-American, and others less than 1% each) according the 2000 census. Twenty percent of its 179 square miles are in the Chattahoochee National Forest.
It was named for Alexander H. Stephens (1812 -1883), Vice-President of the Confederate States of America, US Senator, and Governor of Georgia.
There are three incorporated towns in the county: Toccoa, Avalon, and Martin. There are several unincorporated
communities: Ayersville, Boydville, Carnes Creek, Eastanollee, Fairview, Fowlertown, Hayes Crossing, Jarrett, Mize, Toccoa Falls, Toms Creek and Union Hill.
