General Presentment
We, the grand jurors, chosen and sworn to serve at the April adjourned
term of the Worth Superior court, beg leave to make the following report:
Committee on public buildings report buildings on poor farm in fair
condition, also fencing in good condition, that the Ordinary rents the
farm to Mr. Tom Dees, who works it for half of the crop. We find
about 35 acres in (can't read) vation in (can't read) crops. There
are 5 paupers now on the farm, which are all colored and seem to be well
cared for. One mule and one one-horse wagon, both in good condition
and mule well cared for, and eight head of hogs.
A neat new jailer's house and a brick jail house, now being built, and
other buildings in very good condition.
The public roads in the county are reported in better condition than
ever before.
The bridge across the Cow ford in 15th district is in bad condition
and we recommend same to be repaired.
The bridge across Swift creek, on the river road, is reported in bad
condition, also bridge across the Warrior, between Sylvester and Poulan
is in bad condition; we recommend that same be repaired.
The bridge across Ty Ty creek on Sumner and Sycamore road is in bad
fix and we recommend same be repaired.
We recommend the ordinary confer with the authorities of Irwin county
and if they will bear half of the expenses, that they build a bridge across
Little river at Horse ford running from Ty Ty to Tifton.
We recommend the appointment of J. T. Davis as N. P. ex officio of J.
P. for the 1346th district G M. to fill the vacancy caused by Z. T. Phelps
moving out of the county. We recommend the appointment as N. P. ex
officio J. P. of Z. Bass, to fill the vacancy in the 1145th district G.
M. also the appointment, as N. P. ex officio J. P. of N. J. Scott to fill
the vacancy of the 1044th district G. M.
We recommend the payment of T. F. Dees’ account of $24.00 for service
of looking after the paupers at poor farm to be paid.
We recommend that J. W. Davis be paid ($6.00) six dollars for three
day's services summoning witnesses for the jury.
We recommend that W. A. Green be paid back ($50.00) fifty dollars on
Jack Perry who was taken away from him after serving two months.
We recommend that H. S. Story be paid ($6.00) six dollars for serving
witnesses before the grand jury.
We recommend that Edward Eady be paid $25.00 for inquest jury and burial
expenses on the body of Abe Hampton, and that Dr. J. A. Ford be paid $20
for post mortem examination.
We recommend that paupers now receiving a pension be stricken from the
pauper list.
We recommend that Mrs. Jane Jester be added to the pauper list and that
she be allowed ($4) four dollars per month.
We recommend that E. R. Barber be paid ($14.95) fourteen dollars and
ninety-five cents as burial expense for Misses Groves.
We recommend that the accounts of Dr. T. C. Jeffords and Dr. W. L. Sikes
of $50,00 for amputation and treatment on Albert Daniels do not be paid
out of the public funds as J. W. Price ordinary, was authorized to keep
a physician under yearly contract and further we find that Albert Daniels
was not at that time a pauper properly upon the county.
We recommend that the ordinary buy a suitable book for a government
Grand Jury docket.
We recommend and urge the several magistrates of the county and the
county court Judge to comply with section 915, 916, 917 and 918 of criminal
code and save this body time and worry and the county expense.
(can't read).
kept with the cost itemized except H. D. Parker of the, of the 8th
or 1124th district G.M., which does not show cost bill itemized as the
law requires.
We recommend that J. H. (can't read) and T. J. Giddens be stricken from
the pauper pension list, (can't read first part of word) appearing they
are not paupers, but prosperous farmers.
We recommend that J. W. Price, ordinary, be allowed $150, one hundred
fifty dollars, for extra services to date.
In adopting the book committee's report, we recommend the sheriff look
to the recommendation in regard to keep a full record of all his business,
jailer's book sales, etc. and show disposition of all matters passing through
his hands.
We recommend the Treasurer keep a separate account of the county court
funds and pay all county court expenses from said fund.
We recommend these presentments be published in both the Ashburn Advance
and the Worth Local and fee be divided between the two.
We appoint I. L. Ford, W. J. Davis, and J. H. McPhaul as committee to
examine into the county officers books and report to the next grand jury.

shown this body.

BOOK COMMITTEE REPORT GEORGIA WORTH COUNTY.
To the honorable Grand Jury April term ’97: We the committee appointed
at the April term of the court, ’96, to examine into and report on the
various county officers’ books:
We find the book of the County School Commissioner very neatly kept
and with a few errors in addition and vouchers short, which after correcting
same, leaves a balance on hand for scholastic year ending January 1st,
96, of $89.58. His books do not show any entries for 96.
We find the Treasurer's books properly kept with a balance on hand,
as audited on April 15th, ’97, of $676.26.
We also find in the hands of the Tax Collector $5,495,90 as shown
by the ordinary's settlement of this date, which should show a balance
in the treasure proper of $5,872,46 now on hand.
We find the Clerk of the court books very neatly and creditably kept
and properly indexed.
We find the Sheriff's books incomplete in entries as he fails to show
the final disposition of funds received from the fines &c, as we think
his jail docket should give this information. Otherwise it is impossible
for this committee to make the proper showing to your body regarding the
finances of our county court unless the sheriff be required to make a more
complete record.
We find by revision of the Treasurer's books that the county court has
drawn from the county treasurer $451,00 since August 20, 1895, up
to April 15, 1897, more than said county court has paid into the treasury
as follows: The treasurer's books shows to have received from said
county court during this period $1678.29 and drawn out during said period
$2129.35.
We ask the honorable body to recommend that the treasurer keep all funds
paid to him from County court separate from all other funds that come into
his hands also all funds paid out for county court purposes as we your
committee think that in our judgement if our Court is not self sustaining
it should be abolished.
We find the books of the ordinary neatly and properly kept.
We find that the Tax collector has made the proper settlement with the
Ordinary as shown by tax digest and ordinary's settlement of this date.
The above respectfully submitted this April 16, 1897.

The foregoing general presentments read and received in open court ordered
that the nominations and recommendations made herein be and the same are
hereby ratified and approved. Ordered further that these general
presentments be published as recommended.
W. N. Spence J. S. C., A. C.
I do certify that the above and foregoing is a true copy from the minutes
of said court.
This June 11th 1897;
J. W. Warren, Clerk
Taylor Delk is to hang June 30th for the murder of the sheriff of Pike
county, as also will Tom Delk, his son, on Friday June 18th, for being
implicated.
~o~
Tom Delk’s mother went before the Governor to plead for the life of
her boy, who is to hang today. That is a mother's love, but there
should be no sympathy for her. She ought to have to stand face-to-face
with him and see the black cap drawn over his face then when his neck pops
and his tongue rolls out she ought to have ten thousand fingers pointing
at her and a voice of thunder telling her to remember the days of that
boys training. The time for a mother's love to shine out on her boy
is when she is moulding his mind and forming his character. The life of
a man is too often the reflection of a mother's character. Few women
realize the great responsibility of raising children.
