Pendleton County Commissioners met at the house of Thomas Anderson in the town of Falmouth to hear John Mountjoy, one of the Justices - the eldest named of the commission, to administer the oath of office to the other commissioners.  James Lanier, William Mountjoy, and Joseph Gliner all received votes in the election for county clerk, William Mountjoy was selected.

Alvin Mountjoy and John Mountjoy gave their bond for the election of William Mountjoy as county clerk.

James Graves produced a commission from James Garrad, Governor of Kentucky, as sheriff of Pendleton County.  James Goodwin, Julius Coleman, Charles Colvin, and Samuel Lockwood became his secretaries.

Administration of the Estate of Achiles Easton deceased, is granted to Elener Easton, widow, and Augustus Easton "who thereupon entered into bond with William Arnold and James Theobald."

Ordered Spencer Neal, Francis Keishler, Robert Childers and George Smerl to appraise the estate of Archiles Easton.

On the motion of Elenor Easton, it is ordered that Alexander Morrow, Samuel Bryan and John Landon allot to Elenor Easton her dower right from the estate of Achiles Easton.

The county court met with the following persons present:  John Mountjoy, William Arnold, Isreal Ellis, John Sanders, James Goodwin, Elizabeth McClanahan, John Ewing.

Ordered Coleman Goodwin and Robert Taylor be appointed possessioners for the first district; Isaac Mizes and Peter Rush for the 2nd district; John Ewing and William Arnold for the 3rd district; Charles Colvin and Richard Sharp for the 4th district.

Constables appointed:  Thomas McFerson for the first district; Charles Boner for the 2nd district; George Snerl for the 3rd district; Arthur Burns for the 4th district.

Alvin Mountjoy is given permission to keep a tavern in Falmouth, with John Mountjoy serving as security.

James Littell is given permission to keep a tavern at his house; William Arnold serves as security.

Alvin Mountjoy is granted the right to keep a ferry at Falmouth; John Mountjoy serves as security.

Jezeriel Ellis is granted the right to keep a ferry; John Mountjoy serves as security.

James Goodwin is granted the right to keep a ferry; James Graves serves as security.

Charles Colvin, Amos Pettet, James Wilson & William Downard are appointed in charge of road maintenace.  Also Samuel McCarty.

A deed from John Waller to Pegga Lanier is proved by the oath of John and William Mountjoy, and Amos Pettit and is ordered recorded.

Jezeriel Ellis, John Taylor, John Mountjoy, John Cook, William Arnold and John Ewing are appointed "for the division of the land".

Deed from the trustees of the town of Falmouth to Mary Allen for a lot in the town of Falmouth.  Also a deed to Thomas Mountjoy for 4 lots in the town of Falmouth.

On the motion of William Mountjoy, clerk of Pendleton County, Joseph K. Glinn was appointed his deputy.

Arthur Burns was appointed constable for District # 4; William Arnold provided bond.  George Smerl was appointed constable for District # 3; William Arnold provided bond.

George Hendrick is allowed the right to keep a tavern in Falmouth; Samuel Lockwood provided bond.

Tuesday,  2 July, 1799



At the house of Alvin Mountjoy in Falmouth.  Those present:  John Mountjoy, James Littel, William Arnold, Jezeriel Ellis, John Sanders, Charles Stern, James C. Goodwin, Elijah McClenachan, John Ewing.

Ordered Charles Colvin be appointed overseer of a road; also John Angell as a road overseer.  Jeremiah Glinn and Elijah McClenachan are to "set apart the hands to work on said road".

Mentions a road from near Charles Stern's to Samuel McCarthy's be established and that James C. Goodwin to appointed overseer and that Julius Coleman and Samuel Lockwood set apart "the hands" to work on said road.

License is granted to William Barnes to keep a tavern in Falmouth; John Angell provides security.

William Arnold and John Zinn are appointed to set apart the hands to work on said road.  Andrew Walker is appointed road overseer; also William Owens and Elijah McClenachan, with John Mountjoy and Coleman Goodwin responsible for "setting apart the hands to work on said road."

John Mountjoy and Elijah McClenachan are ordered to have a stray pen built on the Falmouth public square.

Ordered William McCray, Charles Bonar, John Earles, and Drummond Wheeler to build a road.

Ordered the clerk to bind out William Nealy, infant orphan of Benjamin Nealy, deceased, since the estate is not sufficient to maintain him.

Ordered William Arnold be paid money for keeping William Nealy for 2 years.

Ordered John Turner be appointed overseer from the ferry to Robert Graves' and then to Thomas Clark's to Littell's and from John Sanders' and James Littell's onward.



Tuesday, 3 September 1799



Present are John Mountjoy, John Ewing, Jezeriel Ellis, John Sanders, James C. Goodwin, Elijah McClenachan.

An indenture of bargain and sale between Martin Daniel, attorney for Robert Daniel and Garrard Hume was proven by the oaths of George Hume, Thomas Lancastor, and John Stewart.

On motion of John Evans, it is ordered that John Ewing, William Arnold, and James Theobald meet at Lewis Stevens' to establish the corner of John Bryan's land  on Burr's Creek.

On Petition of Henry Troxel who together with Thomas Shell, desire to obtain letters of administration.  Ordered James Lemon, Stephen Thrasher, John Norton and John Thrasher to appraise the personal estate and slaves.

Ordered Barbery Senet be bound to John Boyd.

Admit a desposition of John Rush in behalf of Thomas Anderson.

Admit a certificate of William Anderson was proven by the oath of Elijah  McClenachan.


4 September 1799

Present:  John Ewing, John Sanders, Samuel C. Goodwin, Charles Stern, Elijah McClenachan, John Montjoy.

Began making plans for building a jail on the Falmouth public square.

Motion of John Sanders to build a road; he, along with john Mountjoy, John Cook and Elijah McClenachan to supervise the building of the road.

William Montjoy, late clerk of Pendleton County is ordered to give over all his records to the court.  James Lanier and Joseph K. Glinn both received votes in the election for the new county clerk; Lanier was appointed.  William Mountjoy is appointed surveyor for Pendleton County.

1 October 1799



Meeting at Falmouth.  Present:  John Mountjoy, John Sanders, Elijah McClenachan, James C. Goodwin, William Arnold, John Ewing.

Inventory and appraisment of the estate of Peter Horn, deceased.

Certificates from Charles Stern to Jeremiah Glinn are received.

Inventory and appraisment of the estate of Achilles Easton is received.

Deed from Alexander McClain to Labon Shipp is proven by the oaths of Andrew Rule, Matthew Rule and Thomas Evans.

James Lanier sworn in as County Clerk, with Charles Stern and James McLaughlin as securities.

Ordered the sheriff to pay Thomas Mountjoy and David Coleman $16.
Ordered Thomas Mountjoy to "do the duties   required by law".

Deed from Bartlett Bennett to Charles Colvin proven by the oaths of John Cook, Thomas Anderson, and David Edmondson.

Two bills of sale from John Conway Sr. to Samuel Conway are recorded.

Thomas Anderson is given a tavern license for Falmouth; David Edmondson offers security.

Ordered John Crail be given a tavern license with Peter Rush as his security.

On motion of Julius Coleman, it is ordered that Negro Tom, slave to said Coleman be levy free, from infirmities.

Ordered Amos Petit resigned as constable.

Ordered Josiah Thrasher be appointed road surveyor on the road by  William Robertson and John Ewing's.

4 December, 1799



Present:  John Mountjoy, James C. Goodwin, Elijah McClenachan, Jezeriel Ellis, William Arnold, and Charles Sterne.

Ordered that John Boyd deliver Barbary Senet to Adam Sumalt.

Court cases dealing with debt:  Thomas Lancaster versus Garlan Cosby; Thomas Lancaster versus Richard Tomling; James Ferguson versus Anthony Arnold.

County monies are paid to the following for services rendered:  William Mountjoy, late clerk; James Lanier; James Graves; Thomas Mountjoy, Daniel Coleman; James C. Goodwin; James Johnston; Robert Taylor.

Ordered that James C. Goodwin be paid $35.75 as a Commissioner.

James Ferguson versus Anthony Arnold, concerning a debt and an appeal from the judgement of Elijah McClenachan.

Mortgage deed from James Lemon to John Grant is recorded.

On the motion of Anthony Kendall, Lewis Stephens was appointed road surveyor and that Thomas Lancaster and Anthony Kendall "set apart the hands to work in the same."

Ordered that Aron Adams be appointed a road surveyor on the road by William Arnold's; and Andrew Walker by surveyor of the road by William Owings'.

On the petition of Hezekiah Wheeler, an infant under the age of 21 years, and "upwards of 14", he chooses James Lanier as his guardian.  William Arnold serves as security.

Ordered Coleman Goodwin, Elijah McClenachan and James Lanier to survey the jail land.

John Sharp is appointed Constable in place of Amos Petit, with John Mountjoy serving as security.  Ordered John Sharp be exempted from working on the road due to infirmity.

The road report (on page 32) was signed by Samuel Conway, Gabrial Mullins, Peter Rush, and George Ruddle.  Orders that said road be established as far as Jezereel Ellis's landing.

The last will and testament of Matthew Glaves, deceased, was presented in court by Samuel Bryan and William Robertson, executors, proved by the oaths of John Ewing and Joseph Robertson.  John Cook serves as security.

Ordered William Arnold, John Ewing, Joel Robertson, and Edward King to appraise the estate of Matthew Glaves, deceased.

Ordered Richard Henderson and Richard Southgate appointed commissioners to examine the County Clerks office.
