William L Carroll was born July 4, 1856 to Matthew Carroll and Anna Burns Carroll in Indianpolis, Indiana. They settled in Stoddard County, before moving to Scott County, Mo. On  January 15, 1879 William married Miss Susan Mary Marshall the daughter of Elija Francis Marshall and Parthena Frances Carrico. They had seven children and only five survived they are: Franklin Matthew Carroll, William Nicholas Carroll, Mary Anna Carroll, Arnold J Carroll, Ben Franklin Carroll, and Marvin Livingston Carroll.  William Livingston Carroll passed away on April 26, 1938 in Sikeston, Mo. Survivors are his wife Susan, Wm N. Carroll, Mary A Carroll Hulen, Ben Franklin Carroll and Marvin Livingston Carroll. His sons, Frank and Arnold preceded him in death. Burial was at Memorial Park Cemetery, Sikeston, Mo. W. L. Carroll also served the county as Judge in 1880 and 1890.
