PROCEEDINGS OF ANNUAL COUNCIL MEETINGS

been given to it freely. The lasting friendships created; the fact that the Order is permanently fixed in all parts of the state; the knowledge of the good that the organization has done has more than repaid the small sacrifice made. Freely do I acknowledge the debt owed for the kind co-operation and assistance of the officers and members. The work done has been arduous and important. No one can or will claim all of the honor. The credit belongs to and should be shared by all. In particular, the District Deputies are entitled to credit for the valuable services they have rendered.
In retiring from the position of State Deputy, I do so gladly. The honors of this office far exceed its burdens. The future welfare of the Order will best be served by passing these honors around among the many able and worthy men that have taken an interest in and made this Order what it is. In the future, it will be my pleasure to serve you at any time as a member.

Respectfully submitted,
ARTHUR F. MULLEN,
State Deputy. Omaha,

     May 9, 1911.

PROCEEDINGS OF ANNUAL COUNCIL MEETINGS

II.

We recommend that "Discovery Day," October 12th. be suitably and fittingly observed by the various Councils of the state of Nebraska.

III.

Be It Resolved, That we indorse the state deputy's suggestions in regard to Catholic literature and that each Council take up this matter in its own locality and investigate not only Catholic literature but also anti-Catholic literature in Public Libraries where such libraries are maintained, and take such actions as seem proper and fair under the existing conditions.

IV.

Resolved, That the Nebraska State Council recommend that the financial secretaries of the various Councils meet at the same time as the State Council, their expense to be defrayed by their respective Councils.

V.

We suggest that in all initiations masks be used only once and destroyed, this for sanitary reasons.
We Recommend, That each Council endeavor to have a mission for non-Catholics, under the auspices of the Knights of Columbus, by and with the approval of the parish priests.

VII.

Whereas, The Omaha Council has kindly granted the State Council the use of their beautiful rooms, and it purposes still further entertainment in behalf of the members of the State Council and visiting Knights; therefore, be it
Resolved, That we, the State Council, extend our hearty thanks to this, the first Council instituted in the state of Nebraska.

Voted that the per capita tax for the next year be twenty-five cents as recommended by the committee.

Voted that the state secretary make a request from each Council that they advance an amount equal to one-half of the last year's per capita tax on or before July 1st, 1911.

Resolution on Communion Certificate

Whereas, Answers "A" and "B" of the Application for Membership, and Section 101 of the Laws, make practical Catholicity an absolute qualification for membership in the Knights of Columbus; and,
Whereas, The laws of subordinate Councils are inadequate to maintain among the members of the Order the practice of Catholicity, or to clearly define what is meant by the term, "Practical Catholic," as used in the application for membership and Section 101 of the laws; and,
Whereas, Section 162 provides for expulsion for the failure to continue a "Practical Catholic," but as it is only after a trial that expulsion can be secured, it is apparent that the failure of a Council to prove charges is certain; therefore be it,
Resolved, that for the purpose of clearly defining what is the duty of a member with regard to the performance of the Easter duty as required by the Church, and provided in Section 101 of Laws, there be inserted in Section 168 the following: "Who fails, neglects or refuses to furnish to the Grand Knight of his Council satisfactory proof that he (the member) has complied with the Easter duty, as required by the Church." And be it further,
Resolved, That the laws of the subordinate Councils be changed as follows: Strike out Paragraph 2, Section 162, Chapter XVII.
