STANDING JOINT RULES OF SENATE AND HOUSE-1931

CONFERENCE COMMITTEES

     1. In every case an amendment of a bill agreed to in one house and dissented to in the other, if either house shall request a conference and appoint a committee for that purpose and the other house shall appoint a committee to confer, such committee shall, at a convenient hour to be agreed upon by their chairmen, meet and state to each other verbally, or in writing, as either shall choose, the reasons for their respective houses for and against the amendment, and confer freely thereon.

MESSAGES FROM ONE ROUSE TO THE OTHER

     2. When a message shall be sent from the senate to the house of representatives, it shall be announced at the door of the house by the sergeant-at-arms, and shall be respectfully communicated to the chair by the person by whom it may be sent.

     3. The same ceremony shall be observed when a message shall be sent from the house of representatives to the senate.

     4. Messages may be transmitted from one house to the other at any time, while the house to which the message is sent is in session; provided neither house shall have adjourned for a longer period than one day.

BILLS SIGNED BEFORE TRANSMISSION

     5. All bills shall be signed by the secretary or chief clerk of the house in which they originated, before the transmission to the other house.

BILLS ENROLLED IN THE HOUSE WHERE THEY ORIGINATED

     6. After a bill shall have passed both houses, it shall be duly enrolled by the enrolling clerk of the house in

which it originated before it shall be presented to the governor.

PROCEDURE AFTER BILL IS ENROLLED

     7. When a bill is duly enrolled, it shall he examined by the committees of the two houses on enrolled bills, acting jointly, who shall carefully compare the enrolled bill with the engrossed bill as passed by the two houses. Said committee shall correct any errors that may be discovered in the enrolled bill and make their report forthwith to their respective houses.

     8. After examination and report each bill shall be signed in its respective house, first by the speaker of the house of representatives, then by the president of the senate, there being endorsed on the roll a certificate of the secretary or chief clerk of the house in which the same originated.

     9. After a bill shall have thus been signed in each house, it shall be presented by said committee to the governor for his approval, and the said committee shall report the day of presentation to the governor, which time shall be carefully entered on the journal of each house.

     10. All orders, resolutions and votes which are to be presented to the governor for his approval shall also, in the same manner, be enrolled, examined and signed, and shall be presented in the same manner and by the same committee as provided in the case of bills.

JOINT ADDRESS TO THE GOVERNOR

     11. When the senate and house of representatives shall judge it proper to make a joint address to the governor, it shall be presented to him by the president of the senate, in the presence of the speaker and both houses.

JOINT CONVENTION

     12. Whenever there shall be a joint convention of the two houses, the proceedings shall be entered at length on the journal of each house. The president of the senate shall preside over such joint convention, and the secretary of the senate shall act as clerk thereof, assisted by the chief clerk of the house.

JOINT EXECUTIVE CONVENTION

     13. When nominations of heads of executive or administrative departments are made by the governor, and are referred to the senate and the house of representatives, meeting in joint session for confirmation, a future day shall be assigned for taking them into consideration, unless the joint session shall unanimously direct otherwise.

     14. Whenever a joint session shall have under consideration the confirmation of any appointments made by the governor, all proceedings shall be conducted in executive session, and the confirmation or rejection of such appointments shall be separately considered, and the vote thereon taken by ayes and nays, entered upon the journal.

     15. Whenever a joint executive session is held, all persons shall be excluded from the floor of the house, the gallery and lobby except the members, the secretary and assistant secretary of the senate, the chief clerk and the assistant clerk of the house, the sergeant-at-arms, and the doorkeeper.

     16. A secret journal of the proceedings of the joint executive session shall be made by the secretary and filed with the secretary of state, except that the final vote taken on each confirmation shall be recorded in the journal of each house.

     17. Divulging of any of the proceedings of a joint executive session by any officer or member shall be considered misconduct and upon a charge being made against any officer or member of such misconduct, the joint session shall refer such charge to the body of which said offending person is an officer, or member, for such punishment as shall be deemed expedient, which may include discharge or expulsion. This rule shall not apply to the publication or announcement of the final vote taken on any confirmation.

CALL OF THE HOUSE

     18. A call of the house may be made when in joint session on motion by five members and the proceedings under the call shall not be suspended except by a majority of the members elected.

NO ADJOURNMENT LONGER THAN THREE DAYS

     19. Neither house shall adjourn during any session thereof without the consent of the other, for a longer period than three days.

VOTE NECESSARY TO RENEW WHEN BILL PASSES ONE HOUSE AND IS REJECTED IN OTHER

     20. When a bill, or resolution, which has passed one house shall be rejected in the other, it shall not be brought up again during the same session, without leave of two-thirds of that house within which it shall be sought to have it renewed.

DUTY TO TRANSMIT PAPERS

     21. Each house shall transmit to the other, in case they are demanded, all papers on which any bill or resolution shall be founded.

EACH HOUSE TO GIVE NOTICE TO THE OTHER OF REJECTION

     22. When a bill or resolution which has been passed in one house shall be rejected in the other, notice thereof shall be given to the house in which the same originated, and after each house shall have adhered to its disagreement, a bill or resolution shall be lost.
