Canandaigua City's Police Force
No. 7 Leo H. Breen
Patrolman
Leo H. Breen, youthful seeker of adventure, modest and his colorful averse
to much conversation about his colorful experiences, had an excellent background
to fit him for his present position. In years and in term of service on the
Canandaigua Police Force he is one of the younger members, but his military and
naval training together with his service in the United States and Southern
countries give him an equipment and an understanding out of the ordinary for a
man of his years.
Leo H. Breen, son of Cornelius Breen of the undertaking firm
of Ahrens and Breen, was born on April 6, 1897, in Canandaigua. He has therefore
just passed his thirty-first birthday. Mr. Breen was appointed to the
Canandaigua Police Force in December 1927. When but 17 years of age he enlisted
in Co. B., Geneva, State Militia, and saw service on the Mexican border with his
company in 1916. On the return home of that command he was mustered out of the
militia and returned to Canandaigua.
In
the spring of 1917 Mr. Breen sought enlistment in the Marines at
Rochester with his younger brother, J. H. Breen. The brothers were sent
to Charleston, S. C., where they were accepted for service on March 19, 1917,
and served there until they were sent with a detachment of Marines for Duty in
Cuba, remaining there six months.
In
July 1918, Leo H. Breen was sent with a detachment of Marines to Haiti in
connection with the depredations in that country of the bandit revolutionist
leader, Charlemagne. Although there were no engagements between large forces
there were lots of action and excitement. The central forces of the
revolutionists could not be drawn into decisive battle but small parties were
constantly operating. They would snipe from ambush and mutilation from machetes
and bolos was a daily menace to the Marines.
Charlemagne
was originally shot at his own camp fire by Lieut. Hannigan. The officer had
planned the strategy for six months which enabled him and three of the local
gendarmes, disguised as natives to enter Charlemagne's camp. When Charlemagne
made a threatening movement, Hannigan shot him twice through the heart. A finger
would have covered the two bullet holes, said Mr. Breen, who talks freely
of the other people's nerve. The camp was immediately in an uproar. One of the
gendarmes who had secreted a repeating rifle in his trouser leg, opened fire,
and the bandits thinking the party was in force, quickly scattered. The war was
over. Breen, with his company, returned to the Marine base at Norfolk, Virginia,
where he was on duty until the term of his enlistment expired in 1921.
He
reenlisted for another four year term within 24 hours. During a furlough spent
in Canandaigua, Mr. Breen married Miss Helen Hill, also of this
city, and the bride and groom returned to Norfolk. His company was shortly
ordered to San Domingo to quell insurrection and the remainder of his enlistment
was spent in duty there and at Norfolk.
Mrs.
Breen accompanied him. Mr. Breen was promoted to quartermaster
sergeant in 1919, which rank he retained throughout his service.
When he returned to Canandaigua in 1925, Mr. Breen took the civil service
examination for patrolman, and was appointed to the force in December 1927.
Officer Leo H. Breen is known as an obedient and tactful officer, and his superiors and fellow peace keepers hold him in high esteem. Mr. and Mrs. Breen and Leo H. Breen live at 215 Park Street.
