NORTHWEST from New York City, distant by rail sixty miles from Jersey City, sixteen miles in an air line west from the Hudson River in the center of the County of Orange, of which it is one of the County Seats, is situated the village of Goshen.  The village was incorporated March 28, 1809. nearly two centuries from the date of the discovery of the Hudson River, and is located on the Wawayanda Patent, which was granted in 1703, so that Goshen was among the first settlements made in the county.  The main line of the Erie Railroad (New York, Lake Erie & Western R. R.,) passes through the village and here connects with the Montgomery & Wallkill Valley R. R.  The boundaries of the village were indefinite under the old act of incorporation and in April 18, 1843, a new charter was granted fixing the boundaries of the village and correcting many errors and defects which existed under the original act, it provided for the election of five trustees, a treasurer, collector and three assessors, and upon the 13th of May following, the first election under the new charter was held, which resulted in the election of J. S. Horton, C. W. Reevs, Chas. Monell, J. C. Wallace and A. D. Johnson, as trustees; J. C. Crane, treasurer; S. B. Kitchel, collector, and J. J. Herod, C T. Jackson and Victor M. Drake, assessors.  May 15th, the trustees met and organized, choosing Chas. Monell, president; J. S. Horton, vice president Jerome Johnson, clerk.  The village remained under the charter of 1843, until 1878, when by a vote of the inhabitants it was decided to abandon the old charter, and organize under the General Act.  By this the village dispenses with one trustee and elect a president of the village who is president also of the Board of Trustees.  The annual village elections are held the third Tuesday of March.
