Surveyed in 1796 by Benjamin Wright, the town was first known as Black River Tract#2 and was called Leghorn. The settlement actually began in 1800 with it's formation by an act of the legislature on March 14, 1800 and it's name was derived from Watertown, Massachusetts. The first supervisor appeared after the organization of Jefferson County in 1805.
