His name is Ray Cecil Follick, and he lived in Nowate with his older sister, Pearl Follick Kelley. The rppc (real photo post card) was dated Nowata on 5 June 1910, and was addressed to Uncle Wes, but didn't look as though it was postage canceled. So this item may have never been mailed.
The back of the post card reads:

Dear Uncle Wess,
Supose you will be suprised to hear from me, We are well this is my baby brother Ray on this card was the baby that mother had with her the last time she was there he will be 20 years old in November. He lives with us works for us on the farm it is our team.
