Dolcater was born in Mason County, Illinois in 1870. He received his education in the public schools of the state and came west in 1889, locating for a time in Texas. Coming to Guthrie in 1893, he went into the County treasurer's office, where he remained 2 years. He was afterward connected with various important business interests. His ability in practical details fitted him for the business of banking. In April 1898, he enter the bank as teller. In July he was promoted to assistant cashier and in November 1899 he was elected cashier. His tact and courtesy in dealing with men marked him for advancement from the first, namely the ability and thoroughness in the line of his duties.
