By May 26, 1889, Guthrie had a jail and at least one prisoner, seen above looking out from behind the iron bars. The citizens glared and the prisoner glared right back. To get a better view, some of the men climbed up on top of an early city water wagon. Evidently the jail was built in two sections. The section at the right seems to have been added on, possibly to take care of increased business. With the deluge of settlers came the bandit and the gambler. The first ordinance adopted by the Guthrie city government, a half-hour after the organization April 26, 1889, prohibited gambling in the streets or on public highways.
