Allen Teter, son of Mr. and Mrs. Herschel Teter, RFD 1, Owen (Clark Co., Wis.), was recently given the William Randolph Hearst Award, which is sponsored by the Wisconsin Department of Public Instruction and is awarded to one student in each school of the state.

Qualifications for the award include leadership, patriotism, and a good concept of government functions. Each local winner writes a test concerning the government and its functions. The top two scores determine those individuals who will travel to Washington, D.C. to observe the government at work.

Allen is a senior at Loyal High School and has been a class president and president of many other organizations, such as Student Council.
