USS Oklahoma City – Navy Chief communication and technician Frank D. Meinhardt
was promoted to his present rate July 16, 1966 while serving in the Vietnam war
zone. The 32 year old career Navy man is a 1952 graduate of Owen (Clark Co.,
Wis.) High School.
Meinhardt, a 12-year veteran of naval serviced was presented his certificate of
promotion to Chief Petty Officer by Vice Admiral John J. Hyland, commander
Seventh Fleet, on the flagship USS Oklahoma City.
While the flagship was steaming within sight of the Vietnam coast, the three
start admiral told Meinhardt and other newly promoted petty officers that "In
addition to high pay and greater privileges, this promotion bring you increasing
responsibilities to the subordinates who look to you for guidance and to the
seniors who respect your judgment and technical ability."
A member of the Seventh Fleet seagoing staff since June, won his promotion
through participation last February in a Navy wide examination to fill limited
openings in the communications field.
