Minutes of a special meeting of the board of county commissioners of Platte county held June 11th, 1863.

Mr. Speice in the chair. Present, commissioners Speice, Kelly and Toncray.

Minutes read and approved.

The application of J. Rickly for a ferry charter on the Loup Fork river was again taken up, and discussed, and finally laid over until the July meeting.

The bill of H. J. Hudson for election services $7.50 was allowed.

The bill of V. Kummer, county treasurer for print and and stationery $8.25 was allowed and on motion of commissioner Kelly, it was ordered that a warrant on the sinking fund be issued to Mr. Kummer for the amount.

The bill of F. G. Bishop for $1 .50 for election services was allowed.

The bill of J. F. Jeffries for $3.00 for grand jury services was allowed.

The bill of John Held for $2.30 grand jury service was allowed.

On motion of Mr. Toncray, it was ordered that warrants be issued for the above amounts.

The bill of Henry J. Hudson for four dollars for services as commissioner in locating road from Monroe to Genoa was allowed to be paid by an order on the road fund of Monroe district.

The report of J. P. Becker on the location of a territorial road from Columbus to Decatur was received and ordered to be placed on file.

The account of J. P. Becker for expenses in locating said road consisting of the following amounts to himself and his assistants, were audited and allowed to be paid in the manner directed by the statute, authorizing the location of said road.

On motion of Mr. Kelly, it was ordered that an order on the county road fund be issued to John Rickly for lumber furnished for bridges, for $5.31 being the amount paid by the town of Columbus road district to the county fund.

Regular meeting of the board of county commissioners held July 6, 1863.

Minutes read and approved.

The bill of David Anderson for $24.64 for services as assessor and election services was allowed.

The bill of Isaac Albertson for $16.00 for assessors service was allowed. The bill of G. W. Stevens for $2.00 election service was allowed.

On motion of Mr. Toncray, it was ordered that county warrants be issued for the above accounts.

The bill of C. B. Stillman for $5.58 for stationery and postage for the county clerk's office was allowed and ordered to be paid out of the county sinking fund.

The settlement of Vincent Kummer, county treasurer, was received and allowed and ordered to be placed on file and county orders to the amount of $784.84, and Treasurers certificates to the amount of $618.27 were then destroyed.

The board then levied the following taxes for the current year.

The following order was also passed at the meeting held July 6, 1863 and was omitted to be entered in the proper place.

Ordered, that the county clerk issue to John Rickly a license to keep a ferry across the Loup Fork River at a point commencing at the crossing of the military road on said river and extending to a point five miles up said river in a direct line without following the meanderings of said river on condition that he shall pay twenty dollars yearly into the county treasury. The amount of ferriage to be the same as that fixed by the legislative assembly of Nebraska by an act approved January 11, 1860.

The minutes read and approved. The bill of E. B. Taylor for $15.00 for furnishing abstract of lands for the year 1863 was allowed to be paid out of the county sinking fund.

The bill of S. H. Fowler for $2.00 for election services was allowed.

The bill of F. G. Becher for stationery for making assessment roll of Columbus precinct for 1863, was allowed to be paid out of the county sinking fund. The bill of Gustavus Becher for binding tax list for 1863 etc., for $1.90 was allowed to be paid out of the county sinking fund. The bill of Gustavus Becher for assisting county clerk in making tax list for 1863 correcting assessment rolls, making duplicate road lists, etc., of $106.00 was allowed. The bill of Henry Falkenbach for $17.50 for attendance upon Frank Turner, a pauper, was allowed. The bill of H. J. Hudson for assessing Monroe precinct in 1863 was allowed for $8.00. The bill of F. G. Becher for assessing Columbus precinct for the year 1863 was allowed for $58.00 and $2.00 for election service. On motion of Mr. Toncray, ordered that county warrants be issued for the above accounts. The bill of John Rickly for $21.19 for lumber furnished for bridges to the supervisor of Centre road district was ordered to be paid out of the road fund of said district.

On motion of Mr. Kelly, resolved that the county clerk give the usual notice that an election will be held in Platte county on Tuesday, October 14th 1863 for the election of one territorial auditor and school commissioner, one territorial treasurer, one representative for the counties of Platte, Saunders, Seward and Butler; one probate judge, one sheriff, one county clerk, one county surveyor, one county treasurer, one coroner, one prosecuting attorney, one county commissioner for District No. 3, one precinct assessor for each precinct, one road supervisor for each precinct, two justices of the peace for each precinct, two constables for each precinct, one judge and one clerk of election for Columbus precinct, three judges and two clerks of election in Centre precinct, one judge and two clerks of election in Buchanan Precinct, three judges and two clerks of election in Monroe precinct.

The Annual Report of the County Treasurer was received and ordered to be placed upon file.

The bill of V. Kummer for $19.50 for printing and stationery and for settling with the Territorial Treasurer was presented and ordered to be paid out of the County Sinking fund

The Bill of E. W. Toncray for $38.80 for Commissioner and Election service, C. A. Speice for the same $22.00, John Kelly $30.48 for Commissioner service, C. B. Stillman for $25.00 for one quarters salary as County Clerk from July 1st to October 1st, 1863, and J. C. Wolfel for Election service $2.00 were audited and allowed, and

On Motion of Mr. Kelly, it was ordered that County Warrants be issued for the above amounts.

The petition of Joseph Russell for a license to sell spirituous malt and vinous liquor at the Russell House was granted. The Commissioners then proceeded to select the names of jurors for the District Court, and the following persons were selected.

Becher for stationery for Dist. Court $1.50, C. A.. Speice two days service as grand juror $2.00, were allowed. Also J. S. Taylor was allowed $35.00 for services in District Court at the October term according to the recommendation of the judge and five dollars for other services.

On motion of Mr. Kelly, ordered that County Warrants be issued for the above amounts.

The bond of C. B. Stiliman, county clerk; M. Cummings, justice of the peace; S. H. Fowler, justice of the peace; V. Minutes of a meeting of the Board of County Commissioners held January 4, 1864.

Present Messrs. Speice and Toncray. The minutes of the preceding meeting were read and approved.

The following accounts were allowed:

The bill of C. B. Stiliman for $2.21 for postage, stationery and telegraphing was allowed. The bill of V. Kummer for postage telegraphing was allowed $2.60. Ordered, that orders on the sinking fund be issued for the above amounts. The bill of M. H. Clark for advertising delinquent tax list was taken up, and there being found a balance due here of $58.00, and it appearing that the County Treasurer was compelled to make an outlay of $1.40 for telegraphing in consequence of an employee in his office having mislaid the treasurer's check it was agreed to allow him the amount of his bill less $1.40. It was therefore ordered that a warrant he issued on the treasury for $56.50 in favor of M. H. Clark.

The bill of John Rickly for $48.60 for taking care of Wm. Young, a pauper, was laid over until next meeting. The county clerk was ordered to procure the necessary assessment blanks, and assessment rolls, if such can be obtained at reasonable rates.

On motion of Mr. Toncray, resolved, that the precinct assessors of this county be instructed to meet at the county seat on the second Monday in February and agree on uniform rates of assessment before they commence assessing the property within the county as provided by law, that the assessors be, and they are hereby instructed that while acting in their official capacity to require all persons listing their property to list all their personal property either for themselves or as agents, such as colts, calves, pigs and lambs, without regard to the age of the animals, and their attention is particularly directed to Section 5 of Revenue Law 1860.

The petition of Calvin Clough for license to sell liquors was received and on motion the prayer thereof was granted.

The following bills were allowed. G. W. Stevens, election service $2.00, James E. North $16.30, sheriff's fees in district court; Jacob King $2.00, election service; Christ Meedel, petit juror service and mileage, $3.50; Charles Reinke, petit juror service and mileage, $2.80, John Held, petit juror service and mileage, $2.80; Jacob King, grand jury service and mileage $4.40; Quartus B. Skinner, grand jury service and mileage $3.40; Charles H. Whaley, election service $2.00; F. B. Skinner, election services $2.00; C. B. Stillman services as county clerk from Oct. 1st. 1863 to April 1st 1864 $50.00; Adam Smith grand jury service $2.30; Wm. B. Gilson, grand jury service and mileage $3.70; Quartus B. Skinner, election services $2.00; Joseph Russell, grand jury service and mileage $3.40; Alexander Albertson, election service $2.00; John Kelly, election services $4.40; Robert P. On motion of Mr. Kelly it was ordered that county warrants be issued for the above amounts.

The bill of J. N. Taylor and McClure for printing assessment blanks was allowed $7.50. The bill of C. B. Stiliman for $3.53 for cash paid for stationery, postage, etc., was allowed. The bill of A. R. Gillmore for making abstract of lands $5.00 was allowed, the clerk to obtain from Mr. Gillmore a bill made out against the county.

Alexander Albertson, road supervisor of Buchanan road district presented his settlement showing a balance due the county of $34.71, which was accepted; Joseph Russell, road supervisor of Centre road district made settlement showing the whole amount of tax due to his road district to be $324.54 and amount of work done to be $29.70 leaving a balance due said road district of $294.84, Balance due J. Russell for services rendered $5.75.

George W. Galley, supervisor of Columbus road district presented his settlement leaving a balance in his favor of $2.70.

On motion, the county clerk was authorized to issue orders on the treasury for the amounts due these supervisors. V. Kummer presented his semi-annual school report showing amount of funds in treasury to be $90.30.

The bond of Calvin Clough was approved and on motion of Mr. Toncray, the clerk was ordered to issue his license.

On motion of Mr. Kelly, resolved that the county clerk be instructed to write to the territorial auditor or treasurer in relation to the additions made in the auditor's report, and reported to have been made by the county clerk. Also to write to the county clerk of Douglas Co. in relation to the amount paid by the county for Douglas County pauper.

On motion the Board adjourned.

Minutes of the Board of Equalization 1st days session

April 18th 1864.

County commissioners of Platte County met as provided by law, and organized Board of Equalization for said County. Present Messrs. Kelly, Toncray and Spiece. Richard M. McMurray made application to have the assessment reduced on the Shinn's Ferry franchise, which was reduced by striking out the addition made by the assessors. Mr. Joseph Russell made application to have a reduction made on his assessment, but showing no good cause, his request was not granted.

On motion, adjourned until tomorrow.

April 19th 1864, 2nd day's session.

Present Coms. Kelly, Toncray and Speice. On motion, adjourned until tomorrow.

April 20th, 1864, 3rd day's session.

Board met pursuant to adjournment. Present Coms. Kelly, Toncray and Speice.

Ordered by the Board, that the assessment roll of Monroe precinct be returned to the proper assessor for correction and that the assessor be referred to Sec. 24 of the late Revenue Law, also suggesting that there is no town of Columbus in his precinct. The county clerk will forward roll to said assessor with these instructions and copy of the late Revenue Law.

On motion, the board adjourned.

Special Meeting of the Board of County Commissioners of Platte County held May 14th, 1864.

Present, Messrs. Speice and Kelly. Mr. Spiece in the chair. Minutes of the last meeting were read and approved.

On motion, ordered, that the county order all the blank books that are furnished by the territory, and that the chairman and county clerk be authorized to procure such other blanks as are necessary.

The petition of Joseph Gardner, J. H. Gardner others asking for a voting precinct in that part of Polk Co., as attached to Platte by the legislature, was granted, the polls to be held at the house of Frederick Stevens. The bill of Halsey Toncray for services as clerk of election in Buchanan precinct was allowed $2.00. The bill of Quartus. B. Skinner for $24.00 for assessing Centre precinct in 1864 was allowed. The bill. of Michael Weaver for $46.00 for assessing Columbus precinct in 1864 was allowed.

It was ordered that warrants be issued on the Treasury for the above amounts.

The bills of V. Kummer for printing treasury receipts, postage, stationery for treasurer's office, etc. $6.85 and the bill of M. Weaver for stationery, used in preparing assessment roll $1.50 was allowed.

The bill of John Rickly for six settlements with County Treasurer as Township Treasurer $6.00 was allowed and an order to be drawn on the treasury in his favor.

The bill of David Anderson for $4.00 was laid over until next meeting. On motion, ordered that orders on the sinking fund be issued to V. Kummer for $6.85 and for $1.50 to Michael Weaver.

James S. Taylor and Guy C. Barnum were appointed justices of the peace for Columbus Precinct. Ordered, that an election be held on Monday, June 6th, 1864, to elect one delegate to the Nebraska Constitutional Convention for the County of Platte, one for the counties of Platte, Merrick, Hall, and Buffalo, and one for the counties of Platte, Merrick, Hall, Buffalo and Kearney.

On motion, the county clerk was authorized to procure a new deed record.

On motion, the county clerk was directed to notify the supervisor of Columbus Road District to repair the bridge near the house of Guy C. Barnum.

On motion the Board adjourned.

The minutes read and approved. The bills of Joseph Gerrard for services as precinct assessor, and for carrying election returns to county seat, amounting to $12.80 was allowed, and bill of J. S. Taylor, election services $2.00; the bill of David Anderson for election services was allowed. The bill of Samuel Galley for services as petit juror was allowed $2.30. The bill of H. M. Kemp for services at election for $3.80 was allowed.

On motion of Mr. Toncray, it was ordered that county warrants be issued for the above accounts.

The bill of J. P. Becker for $6.50 for cash paid for Probate Seal was allowed and an order to be drawn on the sinking fund for the amount. -

ginning at the Big Slough north of Columbus 27 chains W. 350 S. from the 1/4 sec. mound in the W. line of Sec. 16, T 17, N. R. 1 East and terminating at the township line on Shell Creek. Ursus Kasserman having given a bond with Francis A. Hoffman as surety, it was ordered that Henry J. Hudson be appointed a commissioner to view said road. The Board then levied the following taxes for the year 1864.

Territorial Taxes

On lands.

General Territorial Tax. Two mills on the dollar valuation.

Territorial School Tax. One and one fifth mills on the dollar.

Territorial Sinking Fund. Four fifths of a mill on the dollar.

On all other property including town lots

General Territorial Tax, two and a half mills on the dollar.

Territorial School Tax. One and a half mills on the dollar.

Territorial Sinking Fund. One mill on the dollar.

County Taxes

County Tax including poor, four mills on the dollar valuation.

Poll Tax. One dollar or one days work.

Land Road Tax. Three dollars on each quarter section of land.

County Sinking Fund. One and a half mills on the dollar valuation.

County School Tax. One mill on the dollar valuation.

Minutes of the preceding meeting read and approved.

The bill of John Rickly for $48.60 was rejected.

The bill of Henry J. Hudson for $7.00 for viewing road from Shell Creek to Columbus was allowed to be paid out of the road fund of Columbus District.

The bill of R. L. Livingston for $2.00 for election service was allowed.

The bill of Mills & Co. for $22.00 for deed record etc. was allowed to be paid out of the county sinking fund.

The bill of Isaac Albertson for $6.00 for election service was allowed. The bill of Gustavus Becher for $97.35 for preparing the tax list for 1864 was allowed.

On motion of Mr. Kelly, resolved that county orders be drawn for the above amounts.

The tax list for 1864 was presented by the county
clerk and the attached their warrant to the tax list and duplicate authorizing its collection.

On motion of Mr. Toncray an election was called in Platte county on the second Tuesday, the eleventh day of October, AD. 1864; for the purpose of electing one delegate in Congress, one councilman for the district composed of the counties of Platte, Merrick, Hull Buffalo, Kearney, and Lincoln, one representative for the counties of Platte, Merrick, Hall, and Buffalo, and one representative for the county of Platte, one county commissioner for the west district of Platte county, and one precinct assessor and one road supervisor for each precinct, and one judge, and one clerk of election for each precinct.

On motion the Board adjourned.

The bill of John Kelly for $29.10 for commissioner and election service was allowed.

The bill of E. W. Toncray for $36.70 was allowed for Commissioner and election services.

The bill of Dr. C. B. Stillman for services as county clerk from April 1st 1864 to October 1st 1864 was allowed.

On motion of Mr. Kelly, it was ordered that county orders be issued for the above amounts.
